Laure Athias

Laure Athias is Assistant Prof. at the Swiss Graduate School of Public Administration.

Laure Athias joined IDHEAP (Swiss Graduate School of Public Administration) as an Assistant Professor of Economics in 2008. Prof. Athias obtained her PhD at the University of Paris 1- Sorbonne in 2007, during which she spent six months at the Department of Economics at Yale University. Her main research interests are in contract economics applied to the issue of the provision of public services.

Within her current research agenda, Laure Athias, in joint work with Raphaël Soubeyran (INRA Montpellier), explores the issue of risk allocation within an incomplete contract framework and questions the usual results of the moral hazard problem in the agency theory. She also applies this theoretical model to the issue of risk allocation in Public Private Partnerships. She also works, jointly with Eshien Chong (University of Paris-South 11), on the political economics approach of the issue of public services delivery by exploring the impact of having non-benevolent authorities on organizational choices. Within a research project financed by the Swiss National Science Foundation, Laure Athias, jointly with Thierry Madiès (University of Fribourg), Mario Jametti (University of Lugano), and Simon Schnyder (IDHEAP, University of Lausanne), analyzes how different forms of decentralization and the resulting fiscal arrangements between different tiers of governments impact the organizational choices of public services provisioin at both the central and local level.
